Job Overview:

The Shelter and Settlement Team Leader will oversee a team of eight staff members and ensure the effective and efficient execution of the programme, including providing technical support and coordinating rehabilitation activities. He/she will be accountable for overseeing and directing the housing rehabilitation team, offering technical assistance and guidance on all matters brought forth by the team. He/she will assure the quality of planning, execution, and oversight of all technical aspects of the sector’s activities.

Responsibilities of Shelter and Settlement Team Leader Jobs in Ukraine:

Supervise members of the Shelter team:

• Provide technical support and guidance to the team.
• Ensure the integrity of planning, execution, and follow-up of all technical aspects of sector activities being carried out by DRC.

Programming and Operations:

• Guarantee the efficient and effective execution of the program in accordance with the established budget and work plan.
• Offer technical assistance and insights for all shelter activities.
• Coordinate with designated construction firms to oversee rehabilitation activities and ensure compliance with DRC quality standards.

Collaborate with relevant internal and external technical experts on sector relevant issues.

• Represent DRC at meetings and other pertinent technical coordination forums.
• Ensure seamless integration with other sectors within the DRC.

Project development:

• Create project tools, strategies, and budgets to secure funding.
• Project execution, reporting, and assessment.

Logistics/Finance:

• Assist in monitoring financial commitments and expenditures against budgets and provide timely feedback on budget tracking.
• Ensure that all documentation pertaining to assistance is prepared in accordance with Ukrainian legislation and DRC requirements.
• Plan and coordinate proactively the logistics and transportation of staff to and from various operational areas.
• Commencing procurement processes and assuring their successful completion.

As Team Leader, the incumbent is accountable for the following:

• Responsible for the personnel management of employees, typically engaged in the same functional area.
• Responsible for assuring the timely implementation of work plans and tasks established by the immediate supervisor.
• Recruitment, termination of employees, and the execution of performance evaluations (closely supervised by the immediate supervisor).

Requirements of Shelter and Settlement Team Leader Jobs in Ukraine:

To achieve success in this position, we require a minimum of two years of management experience and three years of professional engineering experience overseeing construction projects or equivalent responsibilities.

Required

• Minimum of 2 years of management experience at a mid to senior level, preferably with a background in humanitarian response within an international NGO, UN agency, relevant ministry, or local authority.
• A minimum of three years of professional experience as an engineer responsible for construction projects or an analogous role.
• Professional proficiency in English (minimum B2 level) and fluency in Ukrainian (C1 level).
• Proficiency in Computer Skills: Proficient in MS Word, Excel, and PowerPoint; experience with GIS software and AutoCAD is advantageous.
