Result of Service:

  • The contractual price shall be a fixed output-based amount, irrespective of any extension of the specified duration herein.
  • Payments shall be disbursed upon the successful completion of the deliverables/outputs and the certification of satisfactory performance by the manager, in accordance with the following percentage allocations:
    • Deliverable 1: Inception Report — 10% of the total contract value
    • Deliverable 2: Baseline Data Report – 20% of the Total Contract Value
    • Deliverable 3: Draft of the Impact Assessment Report – 30% of the entire contract value
    • Deliverable 4: Final Impact Assessment Report – 20% of the total contract value
    • Deliverable 5: Presentation of the Impact Assessment Report – accounting for 20% of the total contract value

Responsibilities of Consultant Jobs for Police Training Impact Assessment in Fiji:

  • Design of the Impact Assessment Survey: This involves collecting baseline data and developing a methodology for data collection, approved by OHCHR.
  • Developing and analyzing questionnaires for police officers who have undergone human rights training provided by the implementing agencies, and composing correspondence to request data and information from the Fiji Police Force regarding excessive use of force and complaint management.
  • Perform an Impact Assessment: Assess the efficacy of the human rights training delivered to the Fiji Police Force by the implementing agencies. This entails, in part, evaluating the implementation of human rights standards by law enforcement as acquired through the training conducted under component 1.2.4.
  • Reporting: Submit a detailed report on the impact assessment, training activities, and preparatory discussions, including recommendations for subsequent initiatives.

  • Educational Qualifications: Master’s degree in Human Rights, Law, International Relations, or an equivalent discipline. Candidates with data analytics qualifications are preferable.
  • Minimum of five years of pertinent, geographically diverse experience in human rights, gender, legal, development sectors, and/or in the areas of access to justice, women’s rights, and governance.
  • Experience collaborating with law enforcement agencies, academic institutions, social cohesion initiatives, governance bodies, or related sectors.
  • Professional experience in consultancy and comparable expertise in data analysis and survey implementation.
  • Experience in offering technical guidance and developing policies or guidelines related to access to justice, the rule of law, gender, or civic space within the Asia-Pacific region is preferred.
  • Prior experience with the United Nations in a comparable role is considered advantageous.
