Job Overview:

The aim of UNHCR’s Legal Services Project is to deliver legal support to refugees residing in Iran. This is carried out by the Dispute Settlement Committees (DSCs) and the lawyers engaged by UNHCR (UHLs).
DSCs offer an alternative dispute resolution framework for refugees engaged in civil conflicts with fellow refugees or members of the local community. They consist of four primary members: (1) a judge appointed by the Judiciary, (2) a UHL designated by UNHCR, (3) a refugee focal point representing the refugee community, and (4) a BAFIA representative.

UHLs were initially engaged to participate in the DSCs and to oversee their operations on behalf of UNHCR. Their duty has now been extended to include providing complimentary legal advice and assistance to Afghan and Iraqi refugees at their offices and/or within UNHCR facilities. UHLs also function as points of contact with the refugee community and are expected to notify UNHCR of any developments in the circumstances of the local refugee population, particularly from a legal perspective.

Responsibilities of UNHCR Lawyer Jobs in Iran:

  • Providing legal counsel and support to Afghan and Iraqi refugees and asylum seekers residing in Iran (hereinafter referred to as “the Beneficiaries”) either at her/his office or at the UNHCR office, upon request.
  • Following explicit written instructions from UNHCR, to undertake any legal actions on behalf of the Beneficiaries in courts, tribunals, or other adjudicatory bodies to defend their rights.
  • Reporting, in collaboration with the Afghan Refugee Focal Point (ARFP), on the status of the Beneficiaries within designated province(s) and, when feasible, in adjacent provinces, regarding the implementation of Iranian authorities’ policies concerning refugees and asylum seekers.
  • Providing UNHCR with reports on the quantity, characteristics, and classification of cases handled within their offices or at the UNHCR office.
  • Representing UNHCR at Dispute Settlement Committee (DSC) sessions and providing reports on DSC activities in accordance with the templates supplied by UNHCR.
  • Engaging proactively in DSC discussions with the aim of identifying amicable resolutions to the legal issues presented by refugees to the DSC.
  • Engaging in community-oriented initiatives in collaboration with UNHCR personnel, at the request of the supervisor, to deliver legal assistance to refugees residing in urban settings or STLs.
  • Upon referral of cases in which a court judgment has been issued for the deportation of a beneficiary, promptly take action to intervene, when feasible, in coordination with the UNHCR Office.
  • Conducting legal awareness sessions for refugees upon the request of the UNHCR Office, in collaboration with BAFIA.
