The Position:

To deliver technical, programmatic, and advocacy support for Family Life Education (FLE) at the regional and national levels as part of the UNFPA Pacific Adolescent and Youth (A&Y) Unit.

The FLE Specialist Consultant will assess pertinent political, social, and economic trends, offer advocacy and technical assistance, and oversee the planning, execution, and evaluation of FLE outcomes at the regional level and across nine (9) UNFPA program countries.

Responsibilities of Family Life Education Consultant Jobs in Fiji:

• Provide technical assistance to countries with policy requirements to foster political commitment and support for FLE, including the development, finalization, and approval of policies to assure government acknowledgment of FLE as a compulsory subject with dedicated educators, thereby enhancing its sustainability and effectiveness.
• Collaborate with government counterparts, non-governmental organizations, and regional technical partners to ensure that FLE programmes are aligned with international standards and best practices, in accordance with the UN Joint International Technical Guidance on Sexuality Education 2018, for both in-school and out-of-school programmes.
• Collaborate with government counterparts and curriculum developers to enhance the integration of FLE into in-school curricula, assure its quality and comprehensiveness, and offer coaching to teachers to strengthen their delivery.
• Offer technical assistance and capacity development for pre-service teacher training programs in FLE within Solomon Islands, Samoa, FSM, Kiribati, and Vanuatu, in partnership with national counterparts and higher education institutions.
• Assist national FLE partners in operationalizing out-of-school FLE programs and enhancing their capacity to plan, manage, and implement these initiatives efficiently.
• Provide technical assistance for the development, implementation, and oversight of digital platforms and solutions for FLE at the regional level and within specific programme countries such as RMI, Fiji, Kiribati, and Samoa.
• Enhance the capacity of national FLE partners to finalize, adapt, and implement plans for monitoring the outcomes of both in- and out-of-school FLE, report on these results, and make programmatic enhancements based on the findings.
• Facilitate the follow-up activities related to FLE programme evaluations conducted by UNFPA in designated countries.
• Enhance the coordination of FLE at the national level through existing and new coordinating entities by identifying deficiencies and offering programmatic and operational solutions.
• Facilitate FLE resource mobilization by developing technical briefs, conceptual frameworks, and presentations for donor steering committees, authoring conference papers, and engaging in relevant meetings and public events.
• Support countries and regional partners in the formulation and evaluation of their annual work plans centered on FLE interventions.
• Assist in the evaluation of quarterly and annual reports submitted by FLE coordinators, regional partners, and participating countries regarding FLE implementation.
• Assist in the preparation of the Transformative Agenda Annual Review Meetings, Steering Committee meetings, and the 2026 annual report for the Transformative Agenda.
• Assist partners across nine countries with follow-up actions derived from the 2026 FLE evaluations and the Transformative Agenda Midterm Review.

Qualifications and Experience:

Education:

Master’s degree in Public Health, Education, or a related social science discipline.

Knowledge and Experience:

• A minimum of five years of pertinent experience Professional Background
• Knowledgeable about UNFPA’s fundamental mission to promote sexual and reproductive health and rights, as well as the ICPD.
• Extensive experience in the development and implementation of comprehensive sexuality education (CSE) and family life education (FLE) programs, encompassing curriculum design, instructional and learning materials, facilitator and teacher training, and other capacity-building initiatives. Experience in devising and implementing monitoring and evaluation plans, including the design of assessment tools and review mechanisms.
• Understanding of adolescent SRHR and socio-economic challenges.
• Experience in the domain of adolescent and youth empowerment, with a background in programme or project management.
• Extensive knowledge and practical experience in implementing the UN International Technical Guidance on Sexuality Education (ITGSE).
• Exceptional analytical, writing, and communication abilities in English

Languages:

Proficient in both written and spoken English. Proficiency in Pacific languages is considered an asset.
