Position Details:

Pact is seeking an experienced Principal Investigator (PI) for the Centers for Disease Control and Prevention (CDC) to enhance the technical and organizational capacity of the Ministry of Health in the Kingdom of Eswatini. The objective is to establish an efficient, resilient, and self-reliant HIV/TB response and to address associated public health threats under the President’s Emergency Plan for AIDS Relief (PEPFAR).

This initiative aims to strengthen Eswatini’s response to HIV and TB by delivering targeted technical assistance to government institutions, with the goal of eliminating HIV as a public health threat. The support will enhance the Ministry of Health’s technical and organizational capabilities to ensure effective program leadership, oversight, planning, and coordination. • The Principal Investigator will offer comprehensive technical and administrative leadership and expertise for the project.
• They will be accountable for the comprehensive oversight and execution of the project and will act as the main point of contact with the CDC regarding management and technical issues.

• They will be responsible for overseeing the project budget and collaborating closely with the Business Official to achieve the anticipated outcomes, ensuring the efficient utilization of donor and Pact’s resources.
• They will deliver strategic leadership and supervision of the project’s subaward portfolio.
• They will supervise project personnel in assisting partners to develop reporting and monitoring systems that deliver essential information in an efficient and timely fashion.
• They will ensure that the program achieves its objectives and financial targets while providing precise projections.
• They will serve as the project’s representative at conferences, working groups, and meetings to promote CDC and Pact’s thought leadership in HIV prevention, care, and treatment among vulnerable populations.

Basic Requirements:

• Master’s degree and over 11 years of pertinent experience or an equivalent mix of education and experience, including a minimum of 6 years in a management capacity.
• A minimum of 11 years of extensive experience in international health initiatives, with a focus on HIV, TB, capacity enhancement, service provision, and/or health systems strengthening.
• A minimum of eight years of professional experience as a Project Director or in an equivalent senior leadership and primary managerial role on international donor initiatives.
• Experience in Southern Africa, with a preference for Eswatini.
• Experience in managing and leading teams for US government contracts and/or cooperative agreements.
• Displayed strong leadership abilities.
• Knowledge of PEPFAR-funded program implementation and reporting obligations.
• Proven history of successfully establishing and efficiently overseeing a diverse team of employees and associates.
• Proven capability to operate effectively within complex environments and collaborate with various stakeholders.
• Capacity to establish and sustain robust relationships with government and community stakeholders.
• Exhibited expertise in analytical problem solving and consensus development.
• The candidate must demonstrate proficiency in English across speaking, writing, and reading skills.
• Capacity to travel within Eswatini and, on occasion, internationally.
